Clearing and recovery operations are intensifying across Cebu as government agencies work to restore normalcy in the aftermath of Typhoon Tino. Spearheading these efforts, the Department of Public Works and Highways (DPWH) Region VII and the Coast Guard District Central Visayas (CGDCV) are focused on reopening vital roads and assisting affected communities.
Restoring Critical Mountain Access
A key priority for the DPWH is the Cebu-Balamban Transcentral Highway, a crucial mountain route. Currently, personnel from the DPWH Cebu 3rd District Engineering Office are working at Km 38, removing debris and obstructions to reconnect upland communities.
Progress is already evident. As of November 9, 2025, Km 36 of the highway has been made one-lane passable for motorists. From there, crews are now advancing toward Km 37 to complete debris removal and fully restore traffic flow along this essential corridor.
Round-the-Clock Efforts in Residential Areas
Simultaneously, the DPWH-7 is conducting 24/7 clearing operations in several residential areas. In Liloan, teams are tackling roads blocked by mud, debris, and damaged vehicles in the Garden Bloom and Colorado Homes I subdivisions.
Furthermore, the agency is providing direct support to residents in flood-hit areas. Additional personnel and heavy equipment are on standby at the CTU Oval in Liloan, ready for deployment to Villa Lara and Colorado Homes II as needed. DPWH-7 has also extended its support to nearby communities like Cotcot, Liloan, helping to clear roads and accelerate local recovery. The DPWH-7 advised motorists and residents to remain cautious while traversing affected areas as clearing works continue.
Coast Guard’s Multi-Pronged Response
Meanwhile, the Coast Guard District Central Visayas (CGDCV), under Rear Admiral Agapito B. Bibat, is executing a multi-pronged response in close coordination with local government units.
Their operations include:
Debris Clearing: Actively removing obstructions in Talisay City (Barangay Biasong) and Danao City to restore road access and ensure public safety.
Relief Assistance: Assisting in the hauling and repacking of DSWD relief goods at the municipal buildings of Consolacion and Compostela.
Search and Rescue (SAR): Continuing SAR operations in Liloan and Balamban with the support of a specialized K9 team.
In a joint statement, the CGDCV and DPWH-7 affirmed their commitment, stating, “We remain steadfast in ensuring the safety of life and property and in assisting communities as they recover from the impacts of the recent typhoons.”
