How CIIS 2026 Plans to Transform Cebu into an Asia-Pacific Economic Powerhouse

The Province of Cebu has officially launched the Cebu International Investment Summit (CIIS) 2026, a pivotal initiative designed to attract global capital and strategically establish the province as a premier economic hub in the Asia-Pacific region.

Scheduled for January 12-16, 2026, the summit will be hosted at the Cebu Provincial Capitol Social Hall. It is organized by the Cebu Provincial Investment and Promotions Division (CPIPD) in collaboration with the Enterprise Economic Council.

Moving beyond its famed reputation as a top tourism destination, provincial officials emphasized a broader vision. Specifically, the summit aims to position Cebu as a robust base for manufacturing, healthcare, education, and other real-economy industries.

“We are building a future-ready hub that combines connectivity, talent, and stability. Cebu is open for business, and CIIS 2026 is the gateway,” affirmed CPIPD Officer Paulo Uy in an official statement.

The summit was formally unveiled during a press conference on Friday, December 19, led by global strategist Dr. Brian To and One Tahanan Party-list Rep. Nathaniel Oducado. According to the panel, this initiative directly responds to growing investor demand for dynamic alternative locations outside traditional mega-hubs.

A central feature of CIIS 2026 will be in-depth discussions on the newly enacted Cebu Provincial Investment and Enterprise Code of 2025. This crucial framework outlines a clear package of incentives and legal safeguards designed to attract and protect investors.

Furthermore, the gathering will serve as a platform to explore potential public-private partnerships. Organizers note these collaborations are intended to “lay the groundwork for sustained investor relationships.”

To address investor priorities, summit sessions will strategically focus on reducing investment risks while showcasing high-potential projects. Key sectors highlighted will include advanced manufacturing, life sciences, education partnerships, and critical infrastructure development.

The agenda will culminate with practical networking opportunities, including business matching sessions, exclusive deal rooms, CEO roundtables, and guided visits to key economic corridors and project sites.

Targeting high-level participation, the event expects to host senior executives, policymakers, and sovereign wealth representatives from across Japan, South Korea, Mainland China, Singapore, Taiwan, Oman, and Saudi Arabia. Additionally, industry leaders from major Philippine conglomerates like SM, Megaworld, Cebu Pacific, and the Aboitiz Group are confirmed to take part.

In a strategic scheduling move, the summit is set immediately prior to Cebu’s iconic Sinulog Festival. This allows international delegates to conduct business meetings and then experience one of the Philippines’ largest and most vibrant cultural celebrations.
